His name was apparently Charles Penrose and the record was called The Adventures of the Laughing Policeman.

This is the ninth of the Martin Beck mystery/police procedurals written by Maj Slowall and Per Wahloo in the 60s and 70s. While it’s never been a favorite genre of mine, Maj Sjöwall and Per Wahlöö have permanently spoiled me on the police procedural. It simply cannot be done better than this series.
